The Wicked Problems Hub has partnered with Culture & Engagement Experts Ltd to co-produce and deliver a powerful new course called The Strategic Commissioning Mindset: Leading outcomes across complex systems.
This Institute of Leadership Course was developed and facilitated by two senior leaders with extensive NHS and public sector experience - helping commissioners move beyond transactional procurement towards confident, impactful, system-level practice.
Public services increasingly operate in complex systems, where outcomes are shaped by multiple organisations, markets and communities. Traditional commissioning approaches often struggle in this environment.
The Strategic Commissiong Mindset: Leading outcomes across complex systems has been designed specifically for commissioning and system leaders operating within integrated environments, to develop and enable new capabilities within a changed system culture.
The recent publication of the Neighbourhood Health Framework by the Department of Health and Social Care, as well as the Fit for the future: towards population health delivery models, spells out a shift in commissioning from fragmented, activity-based commissioning to population-based delivery models, with Integrated Care Boards (ICBs) acting as strategic commissioners focused on outcomes, prevention and value.
At its heart, this is a move from “paying for episodes of care” to “being responsible for the health of a population”—like moving from paying a mechanic per repair to contracting them to keep your whole fleet running smoothly.
Fundamental to both documents is the new three Tier Delivery Model - including Integrated Health Organisations (IHOs), who will hold wholepopulation budgets for a defined geography.
It is now more important than ever that commissioners of health and care, as well as the providers of health and care who will lead IHOs, are equipped with the skills and capabilities to do this effectively - that's where The Strategic Commissioning Mindset comes in!
The course has been designed as a high practical programme. It not only gives theoretical content, but applies strategic commissioning concepts to real life commissioning challenges and culminates with a capstone project where participants will present a full commissioning proposal to a group of expert for their real-world strategic challenge.
